I don't find it sad- it's a savvy way of selling something and making a profit. By doing what he's doing, he can end up getting what he wants out of the property. And someone could get the deal of a lifetime for $100. This has been done before several times. I almost bought a ticket for a bed and breakfast that was sold this way. It takes some legal work to set it up - but if they can sell the tickets (by having left in the money to advertise, etc) - then he'll get the park sold and his profit, too. You do realize - he sells 40,000 $100 tickets = $4 million dollars. They must sell 10,000 tickets by their "deadline" to sell the property - which means they'd sell for $1 million at the lowest. Otherwise, the tickets get refunded. It's up to them to market this to sell the tickets - doing so by saying it's a finanacial burden doesn't work for me. The B&B I almost bought on - had a full color ad in a wonderful magazine in their industry - about how they were trying to make this affordable for who would buy - with beautiful pictures, etc. They sold all their tickets.
