Dunno about the stacked rocks on stuff,, but I DO know that if you see a rock on a headstone @ the cemetery, it means someone came to visit and it is a good thing... ... perhaps the rocks on top of the fence posts mean someone was there and left their good wishes.........

Remember the movie "Schindler's List'? They did the rock on the gravesite thing at the end - apparently in Jewish tradition it is a sign of great love and/or respect and Oskar Schindler had huge piles or rocks on his grave.

I remember that scene - very moving. Perhaps people put rocks on the fence posts here to show they've been here. That's what I did, but probably wouldn't have thought of it until seeing the other ones.
