My next door neighbor has a cute one and I see her chugging by the house all the time. She goes to the market, takes her dog to the dog park, etc. She said Medicare paid for it. She has it all tricked out with baskets, pouches, etc.

Couldn't fulfill all needs, but still gets a bit of mobility and independence.
