Picasa is a Google photo editing program. I don't believe it's meant to be used for sharing photos like we do here. Photobucket and some other programs (Snapfish is another, and I'm sure there are plenty others - some free, some charging) are image hosting programs - which allow you to take your images and share them on forums, etc while they host the image on their servers.
