On another forum, They are discussing a bridge that runs under water. It is in MI, the UP, near Houghton or Marquette.

The one I know about in Michigan is the Detroit-Windsor Tunnel.

Yes, I do. I have been across it many times as it used to carry U.S. 2 and M-94 across the Manistique River at that point, but now that U.S. 2 has been rerouted, I don't go that way anymore.

The bridge was built in 1919 by the Manistique Paper Company and is actually part of a flume used to raise the water level of the river for the paper company at it's mouth . At the time it was needed to power a water wheel at the paper mill, which of course is no longer needed now. The water going through the flume created the atmospheric pressure necessary to raise the water level and support the bridge. The bridge was actually 4 feet below the water level. It was designed so that the river wouldn't flood the bridge and roadway. It is listed in Ripley's Believe It or Not and you can google the history and pictures of it online.
