Either one - doesn't matter - as long as she isn't forgotten
But what I think is more common is the 28th - at least that's what the couple people I know who were born on that day use for their bday except leap year.
For someone who died on the 29th - we're using the 28th for the memorial.
Again, - it really doesn't matter - although, I suppose if you wanted to be technical, look at what time of day the birth occurred and take the day it comes closest to. (I think you'll have to go along with whatever Mom does, tho
).
