Yep, this is a very volatile subject. What I will say - you ever see refrigerated trucks going down the road? They have the propane ON to keep the food cold. I never turn mine off, except where required (some tunnels, some boat crossings, etc).
The reason those places require propane to be turned off - is they expect us to be traveling with it on. My position - and for those who want to turn theirs off - that's their choice, also.
