Reminds me of the places in the south on certain roads a long time ago, where they used to set up speeding traps by dropping the speed limit suddenly in an illogical place so they could make money off tourists.

Fining you without giving you an opportunity to pay is a ripoff!

Good news. I heard from California and they have reduced my fine to $2.25, which was the original cost, so I paid it immediately.

Lesson learned is to get at least $10 worth of quarters someplace next to the driver's seat. Also, avoid toll roads when you can!
