Personally, I prefer to be prepared for the worst and coldest weather possible where I am going to be. In the early days up here, when I couldn't afford a decent car, I have been forced to walk for a long way in below zero temperatures, and through some very deep snows to get help. I would not have survived without boots for deep snow, down jacket with hood for cold, insulated mittens, face mask in some instances. I NEVER leave my house in the winter with anything on but boots I can use to walk through snow of any depth. To leave in shoes or low rubber-like things....insane for where I live. I leave my shoes in school and change when I get there. But I live in an isolated area with no traffic coming by to give me a ride anywhere. I HAVE to be prepared to walk. I also have an emergency kit in the truck all winter----extra mittens, flashlight, extra hat, extra socks for wet feet, matches, tinder to make a fire, snacks to keep me going for a few days, rain clothes, and a small tinder-fired stove to boil snow for warm water. Would not leave my house without these things. No cell service for rescues where I live.

BUT.....for people in temperatures not as radical as what I have, I say it's up to you to decide what to pack for emergencies. Just remember that it's much easier to take clothing off than it is to wish you had more to put on!
